誕生于延安(an)窯洞里的新(xin)華書(shu)(shu)店(dian),如今已(yi)經走過(guo)了84個春秋。作(zuo)為(wei)中(zhong)國(guo)共產黨創建并領(ling)導的紅色文化(hua)企業(ye),新(xin)華書(shu)(shu)店(dian)始終堅持傳(chuan)承紅色基因、弘揚先(xian)進文化(hua)、踐行社會責任(ren)。根(gen)據中(zhong)國(guo)新(xin)華書(shu)(shu)店(dian)協會發布的2016年(nian)(nian)—2019年(nian)(nian)《中(zhong)國(guo)新(xin)華書(shu)(shu)店(dian)社會責任(ren)報(bao)告書(shu)(shu)》(以下簡稱《報(bao)告書(shu)(shu)》),以及《中(zhong)國(guo)新(xin)聞出版廣電報(bao)》記者近年(nian)(nian)來對行業(ye)的觀察,我們梳理了“十(shi)三五”期間新(xin)華書(shu)(shu)店(dian)履(lv)行社會責任(ren)的主要做法和(he)成就經驗,試圖從(cong)中(zhong)得到一些啟示。

履行職責使命 做好發行工作

“十三五”期間,新華書店積極發揮國有主渠道、主陣地優(you)勢,承擔(dan)文化傳播(bo)使命,全力(li)以(yi)赴(fu)做(zuo)好重(zhong)(zhong)要文件文獻(xian)、重(zhong)(zhong)點(dian)主題出(chu)版物(wu)、優(you)秀大眾讀(du)物(wu)等相(xiang)關發行工作(zuo)。

這5年(nian)(nian)(nian)中,全國各地新華書店在門店突出位置設(she)(she)立(li)專(zhuan)柜專(zhuan)架(jia),開展(zhan)(zhan)重點出版物展(zhan)(zhan)示展(zhan)(zhan)銷和宣傳征(zheng)訂活動,對(dui)讀者購書給予優惠,取得(de)了顯著成效。2016年(nian)(nian)(nian),新華書店開展(zhan)(zhan)“習近平總書記(ji)系列重要講(jiang)話(hua)”“慶祝(zhu)中國共產黨成立(li)95周年(nian)(nian)(nian)”“紀念(nian)長征(zheng)勝利80周年(nian)(nian)(nian)”等(deng)主(zhu)(zhu)題展(zhan)(zhan)示展(zhan)(zhan)銷活動;2017年(nian)(nian)(nian),設(she)(she)立(li)黨的(de)十九大文獻(xian)展(zhan)(zhan)銷專(zhuan)區、專(zhuan)臺、專(zhuan)架(jia);2018年(nian)(nian)(nian),舉辦(ban)以“習近平新時代中國特(te)色(se)社會(hui)主(zhu)(zhu)義思(si)想(xiang)”“馬克思(si)誕辰200周年(nian)(nian)(nian)”“改革開放40周年(nian)(nian)(nian)”等(deng)為主(zhu)(zhu)題的(de)專(zhuan)題展(zhan)(zhan)銷活動;2019年(nian)(nian)(nian),舉辦(ban)“慶祝(zhu)新中國成立(li)70周年(nian)(nian)(nian)”主(zhu)(zhu)題出版物展(zhan)(zhan)。

“課前(qian)到(dao)書,人手一冊”是(shi)黨(dang)和(he)國家對教材發行(xing)工(gong)作提出的(de)要求(qiu),是(shi)中小學開展(zhan)正常教育活動的(de)基本保障。“十(shi)三五(wu)”期間,新華書店將(jiang)“課前(qian)到(dao)書”作為重要的(de)政(zheng)治任(ren)務(wu)和(he)社(she)會責任(ren),精(jing)心組(zu)織,精(jing)細操作,以(yi)長(chang)期積淀的(de)專業服務(wu)能力圓滿完成(cheng)每(mei)季教材的(de)征訂發行(xing)工(gong)作。

“課前(qian)到書(shu)”的(de)服(fu)務水平在(zai)“十三五”期間得(de)到提升,安徽(hui)新(xin)華(hua)(hua)在(zai)這(zhe)方面領全國風氣之(zhi)先。2014年(nian)秋季學(xue)期,安徽(hui)新(xin)華(hua)(hua)將教材配送(song)從“送(song)書(shu)到校”延(yan)伸到“分書(shu)到班(ban)”,2016年(nian)又開(kai)始試點“服(fu)務到生(sheng)”。在(zai)榜樣的(de)示范(fan)和帶動下,河南、河北、云南等(deng)地的(de)新(xin)華(hua)(hua)書(shu)店,紛(fen)紛(fen)嘗試“分書(shu)到班(ban)”。

這(zhe)5年(nian)中(zhong),有兩個特殊的(de)年(nian)份值得銘記。2017年(nian)秋季學期,歷經(jing)5年(nian)完成(cheng)編(bian)審的(de)統編(bian)三科(ke)教(jiao)材(cai)正式啟用。由于三科(ke)教(jiao)材(cai)編(bian)審、評議教(jiao)輔重新(xin)申報定價、印刷業減產限排等(deng)原因,這(zhe)一年(nian)新(xin)華人“課前到書”的(de)時(shi)間空前緊(jin)迫,工作尤其艱苦(ku)。

2020年,新(xin)冠肺(fei)炎疫情(qing)來(lai)襲,南(nan)方(fang)多地遭遇洪澇災害(hai),教材教輔發運(yun)工作形勢更加嚴峻。各地新(xin)華人兌現一份承(cheng)諾,堅(jian)守一份初(chu)心(xin),以(yi)堅(jian)實(shi)行(xing)動兌現“課前到書”錚(zheng)錚(zheng)誓言(yan)。

承辦地方書展(zhan)  推動全民閱讀

承辦(ban)或協(xie)辦(ban)各(ge)種書(shu)展(zhan),舉(ju)辦(ban)各(ge)種文化(hua)活動,是“十三五”期間新華書(shu)店推動全(quan)民閱讀工作的一個重要方(fang)面。

各(ge)地(di)新華連(lian)續多年承(cheng)辦(ban)或協辦(ban)地(di)方(fang)書(shu)(shu)(shu)(shu)展(zhan)(zhan),如上海(hai)書(shu)(shu)(shu)(shu)展(zhan)(zhan)、江(jiang)蘇書(shu)(shu)(shu)(shu)展(zhan)(zhan)、南國書(shu)(shu)(shu)(shu)香(xiang)(xiang)節、深圳讀書(shu)(shu)(shu)(shu)月、黃(huang)山(shan)書(shu)(shu)(shu)(shu)會、山(shan)東書(shu)(shu)(shu)(shu)展(zhan)(zhan)、河北省惠(hui)(hui)民書(shu)(shu)(shu)(shu)市、海(hai)南書(shu)(shu)(shu)(shu)香(xiang)(xiang)節、書(shu)(shu)(shu)(shu)香(xiang)(xiang)彩云南惠(hui)(hui)民書(shu)(shu)(shu)(shu)市、重(zhong)慶讀書(shu)(shu)(shu)(shu)月惠(hui)(hui)民書(shu)(shu)(shu)(shu)展(zhan)(zhan)、書(shu)(shu)(shu)(shu)香(xiang)(xiang)龍江(jiang)讀書(shu)(shu)(shu)(shu)節、遼寧省全民閱讀節、廣西書(shu)(shu)(shu)(shu)展(zhan)(zhan)、寧波書(shu)(shu)(shu)(shu)展(zhan)(zhan)、海(hai)峽讀書(shu)(shu)(shu)(shu)節、天府書(shu)(shu)(shu)(shu)展(zhan)(zhan)等。還有的(de)新華走出當地(di)舉辦(ban)書(shu)(shu)(shu)(shu)展(zhan)(zhan),如福(fu)建(jian)新華赴臺(tai)舉辦(ban)金(jin)門書(shu)(shu)(shu)(shu)展(zhan)(zhan),赴俄(e)羅斯、瑞典、挪威、美國、日本(ben)等國家舉辦(ban)中國(福(fu)建(jian))圖書(shu)(shu)(shu)(shu)展(zhan)(zhan)銷會。

這些書(shu)展大(da)(da)大(da)(da)推動(dong)了(le)當地的全(quan)民(min)閱讀。如福(fu)建新華2016年承辦(ban)的第(di)二屆“世界讀書(shu)日·海峽讀書(shu)節”,實現銷(xiao)(xiao)售(shou)碼洋3530萬(wan)(wan)元(yuan)(yuan),成為(wei)福(fu)州參(can)展規(gui)模最大(da)(da)、入(ru)場人次最多(duo)、銷(xiao)(xiao)售(shou)收入(ru)最高、宣傳(chuan)效果最好的一次群(qun)眾性閱讀活動(dong)。再如2020河北省惠民(min)書(shu)市(shi),在7天時間里,166家新華書(shu)店(dian)上(shang)下聯動(dong),發放260萬(wan)(wan)元(yuan)(yuan)優惠券,累計(ji)銷(xiao)(xiao)售(shou)各類出版物41.17萬(wan)(wan)冊、1896萬(wan)(wan)元(yuan)(yuan),讓利800萬(wan)(wan)元(yuan)(yuan)。

除了承辦當地(di)(di)書(shu)展,各地(di)(di)新(xin)(xin)華(hua)還(huan)組(zu)織(zhi)策劃了豐富多樣的(de)(de)(de)(de)品(pin)(pin)牌閱讀(du)活動(dong)(dong)(dong),形成(cheng)一道(dao)道(dao)全(quan)民閱讀(du)的(de)(de)(de)(de)亮(liang)麗風(feng)景線。歷年的(de)(de)(de)(de)《報告書(shu)》對此(ci)進行了記錄。例如,新(xin)(xin)華(hua)書(shu)店(dian)總店(dian)的(de)(de)(de)(de)“出版界圖書(shu)館界全(quan)民閱讀(du)年會(hui)”“全(quan)國(guo)(guo)(guo)館社(she)高層論壇”“全(quan)國(guo)(guo)(guo)少兒閱讀(du)峰(feng)會(hui)”,江西新(xin)(xin)華(hua)的(de)(de)(de)(de)“朗讀(du)者(zhe)”“美麗中(zhong)國(guo)(guo)(guo)·精彩江西”等誦讀(du)活動(dong)(dong)(dong),已成(cheng)品(pin)(pin)牌活動(dong)(dong)(dong)。海南新(xin)(xin)華(hua)開設的(de)(de)(de)(de)數十個“新(xin)(xin)時代(dai)經典傳習(xi)(xi)所(suo)”,搭建(jian)起(qi)新(xin)(xin)時代(dai)傳播新(xin)(xin)思想的(de)(de)(de)(de)“新(xin)(xin)平臺、新(xin)(xin)陣地(di)(di)、新(xin)(xin)機制(zhi)”。內蒙(meng)古新(xin)(xin)華(hua)利用旗下(xia)發行網點,通(tong)過鴻(hong)雁(yan)(yan)傳書(shu)(文化(hua)扶貧活動(dong)(dong)(dong))、鴻(hong)雁(yan)(yan)使(shi)者(zhe)(草原文化(hua)志愿者(zhe)活動(dong)(dong)(dong))、鴻(hong)雁(yan)(yan)校園(場景閱讀(du)實踐課(ke)堂(tang))、鴻(hong)雁(yan)(yan)之家(“學習(xi)(xi)強國(guo)(guo)(guo)”積分兌(dui)書(shu))、鴻(hong)雁(yan)(yan)誦讀(du)(講我(wo)的(de)(de)(de)(de)故(gu)事)和鴻(hong)雁(yan)(yan)書(shu)店(dian)(在你身邊的(de)(de)(de)(de)流動(dong)(dong)(dong)書(shu)房)的(de)(de)(de)(de)方(fang)式,推(tui)動(dong)(dong)(dong)“鴻(hong)雁(yan)(yan)悅讀(du)”深入全(quan)區各地(di)(di)。

投入人(ren)力物力  助力精準(zhun)扶貧


2021年(nian)2月(yue)25日,習(xi)近平總書記在全國脫(tuo)(tuo)貧(pin)攻(gong)(gong)堅總結(jie)表彰大(da)會(hui)上莊嚴宣告(gao):我(wo)國脫(tuo)(tuo)貧(pin)攻(gong)(gong)堅戰取得了全面勝利!“十三(san)五(wu)”期間,各(ge)地新(xin)華書店投(tou)入大(da)量資金和物資,派出一(yi)線扶貧(pin)干(gan)部,通過開(kai)展產業幫(bang)扶、教育文化幫(bang)扶等方式幫(bang)助扶貧(pin)村(cun)脫(tuo)(tuo)貧(pin),在國家脫(tuo)(tuo)貧(pin)攻(gong)(gong)堅的時代畫(hua)卷上寫下了一(yi)筆。歷年(nian)的《報告(gao)書》記錄(lu)了這些數據。

2017年,甘肅(su)新華(hua)、深圳新華(hua)、重慶新華(hua)分別向對(dui)口幫扶(fu)村(cun)捐贈240萬(wan)元、220萬(wan)元、110萬(wan)元。河南新華(hua)云書網成立扶(fu)貧團隊,提供農副(fu)產品網上銷售服(fu)務,探索(suo)電(dian)商扶(fu)貧新模式。

2018年,江西(xi)新(xin)華(hua)對(dui)138個(ge)扶(fu)貧(pin)(pin)(pin)點(dian)(dian)開展幫扶(fu),累計捐(juan)贈約500萬(wan)元;湖南(nan)新(xin)華(hua)參與建設扶(fu)貧(pin)(pin)(pin)點(dian)(dian)上百個(ge),派(pai)駐蹲(dun)點(dian)(dian)的人(ren)(ren)員(yuan)200多人(ren)(ren),對(dui)口(kou)扶(fu)貧(pin)(pin)(pin)人(ren)(ren)數達753人(ren)(ren);甘肅新(xin)華(hua)為(wei)(wei)扶(fu)貧(pin)(pin)(pin)村學校(xiao)援建圖書室折合人(ren)(ren)民幣267萬(wan)元,為(wei)(wei)貧(pin)(pin)(pin)困戶捐(juan)資(zi)捐(juan)物(wu)90多萬(wan)元;河北新(xin)華(hua)向(xiang)貧(pin)(pin)(pin)困村派(pai)駐干部(bu)黨員(yuan)20余(yu)人(ren)(ren),為(wei)(wei)貧(pin)(pin)(pin)困地區捐(juan)贈物(wu)資(zi)共計232萬(wan)元。

2019年,山(shan)西新華118人駐村幫扶(fu)、486人結對幫扶(fu),年投(tou)入(ru)(ru)資(zi)金千余(yu)萬元;內蒙古新華脫貧攻堅戰斗隊加入(ru)(ru)了12個貧困村的(de)駐村工作,投(tou)入(ru)(ru)資(zi)金、財物(wu)百余(yu)萬元;甘肅新華198人參與精(jing)準扶(fu)貧,投(tou)入(ru)(ru)扶(fu)貧資(zi)金68萬余(yu)元,為貧困地(di)區捐錢、捐物(wu)、捐贈(zeng)圖書(shu)超過(guo)360萬元。

對于援藏(zang)、援疆(jiang)、援青的(de)國家重點項目,新(xin)華(hua)書(shu)店更是(shi)高度重視,落實到位(wei)。2018年(nian)(nian),新(xin)華(hua)書(shu)店總店派員(yuan)參(can)加青海扶貧工(gong)作(zuo),籌措資金(jin)500余萬(wan)元,修建(jian)一條27公(gong)里長(chang)(chang)的(de)砂(sha)石路和一座44米(mi)長(chang)(chang)的(de)涵(han)橋;2017年(nian)(nian),江(jiang)蘇新(xin)華(hua)對口(kou)援藏(zang)、援疆(jiang)圖(tu)書(shu)近200萬(wan)元;福建(jian)新(xin)華(hua)2017年(nian)(nian)捐贈的(de)1000萬(wan)元圖(tu)書(shu)中,相當(dang)一部(bu)分是(shi)對口(kou)支(zhi)援西藏(zang)的(de);北京新(xin)華(hua)2017年(nian)(nian)捐贈的(de)91萬(wan)元圖(tu)書(shu)中,援藏(zang)占了相當(dang)比重。

“十三(san)五”新華(hua)系(xi)實體書店發展六(liu)大風(feng)標

門店(dian)升(sheng)(sheng)(sheng)(sheng)級(ji)改(gai)造(zao)持(chi)續進行。從歷年(nian)的《報告書(shu)》可見(jian),“十三五(wu)”期間(jian),各(ge)地(di)新(xin)(xin)(xin)華(hua)(hua)書(shu)店(dian)繼續加大門店(dian)升(sheng)(sheng)(sheng)(sheng)級(ji)改(gai)造(zao)力度,為讀者提(ti)供(gong)綜合(he)性文化(hua)(hua)消費終端體驗,使得新(xin)(xin)(xin)華(hua)(hua)書(shu)店(dian)以(yi)全(quan)新(xin)(xin)(xin)面(mian)貌出現在公(gong)眾面(mian)前(qian)。以(yi)2017年(nian)為例,廣(guang)東新(xin)(xin)(xin)華(hua)(hua)、浙江新(xin)(xin)(xin)華(hua)(hua)、山東新(xin)(xin)(xin)華(hua)(hua)、湖南新(xin)(xin)(xin)華(hua)(hua)升(sheng)(sheng)(sheng)(sheng)級(ji)改(gai)造(zao)書(shu)城(cheng)(cheng)、門店(dian)的數(shu)量分別為 73處(chu)、26處(chu)、23處(chu)、23處(chu)。浙江新(xin)(xin)(xin)華(hua)(hua)2016年(nian)新(xin)(xin)(xin)開業(ye)(ye)了黃巖書(shu)城(cheng)(cheng),全(quan)新(xin)(xin)(xin)改(gai)造(zao)升(sheng)(sheng)(sheng)(sheng)級(ji)麗水(shui)書(shu)城(cheng)(cheng)、柯橋(qiao)書(shu)城(cheng)(cheng)、余杭文化(hua)(hua)廣(guang)場等設計感(gan)強、時尚潮(chao)流的閱(yue)讀文化(hua)(hua)空(kong)間(jian)。福建新(xin)(xin)(xin)華(hua)(hua)2016年(nian)完成(cheng)總部鰲峰坊書(shu)城(cheng)(cheng)、福州(zhou)金山圖書(shu)城(cheng)(cheng)等15家(jia)賣場的新(xin)(xin)(xin)建或升(sheng)(sheng)(sheng)(sheng)級(ji)改(gai)造(zao)。江蘇(su)新(xin)(xin)(xin)華(hua)(hua)2017年(nian)全(quan)省網點同比上年(nian)增加376處(chu),打造(zao)了一批品(pin)種齊全(quan)、業(ye)(ye)態豐富(fu)的城(cheng)(cheng)市文化(hua)(hua)綜合(he)體。天津新(xin)(xin)(xin)華(hua)(hua)2019年(nian)完成(cheng)全(quan)部200個(ge)閱(yue)讀新(xin)(xin)(xin)空(kong)間(jian)建設,改(gai)造(zao)后(hou)的書(shu)店(dian)年(nian)銷售額(e)提(ti)升(sheng)(sheng)(sheng)(sheng)10%。

24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)建設成風(feng)潮。從(cong)2014年(nian)(nian)(nian)(nian)北京三(san)聯韜奮書(shu)(shu)(shu)店(dian)(dian)(dian)運(yun)行24小時(shi)(shi)不打烊之后(hou),全國(guo)(guo)各地(di)掀(xian)起24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)的(de)(de)建設風(feng)潮,從(cong)當年(nian)(nian)(nian)(nian)一直延續到“十三(san)五”時(shi)(shi)期。這其中不少(shao)是新(xin)(xin)(xin)(xin)華(hua)書(shu)(shu)(shu)店(dian)(dian)(dian)創辦的(de)(de),如(ru)遼寧盤錦新(xin)(xin)(xin)(xin)華(hua)的(de)(de)深(shen)柳讀書(shu)(shu)(shu)堂、杭州新(xin)(xin)(xin)(xin)華(hua)的(de)(de)悅覽(lan)樹、青島(dao)新(xin)(xin)(xin)(xin)華(hua)的(de)(de)明閱(yue)島(dao)、湖(hu)北新(xin)(xin)(xin)(xin)華(hua)的(de)(de)九丘(qiu)書(shu)(shu)(shu)館、安徽新(xin)(xin)(xin)(xin)華(hua)的(de)(de)三(san)孝口書(shu)(shu)(shu)店(dian)(dian)(dian)、四川新(xin)(xin)(xin)(xin)華(hua)的(de)(de)軒客會(hui)鏜鈀街店(dian)(dian)(dian)等。這些24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)成為(wei)夜幕降臨后(hou)當地(di)不可多得的(de)(de)公共閱(yue)讀空間,也以一種地(di)標式的(de)(de)存(cun)在彰顯著一個(ge)城市的(de)(de)文化底蘊。新(xin)(xin)(xin)(xin)華(hua)系24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)的(de)(de)建設數量,從(cong)歷年(nian)(nian)(nian)(nian)《報告書(shu)(shu)(shu)》可見一斑:2013年(nian)(nian)(nian)(nian)—2015年(nian)(nian)(nian)(nian),全國(guo)(guo)新(xin)(xin)(xin)(xin)華(hua)系統開(kai)設24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)20余家;2016年(nian)(nian)(nian)(nian),僅(jin)江蘇新(xin)(xin)(xin)(xin)華(hua)就(jiu)開(kai)設6家24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian);2017年(nian)(nian)(nian)(nian),新(xin)(xin)(xin)(xin)華(hua)系的(de)(de)24小時(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)(dian)新(xin)(xin)(xin)(xin)增13家。
