誕(dan)生于延安窯洞里的(de)(de)新(xin)華(hua)書店,如今(jin)已經走過了(le)(le)84個春秋。作為中國(guo)(guo)共產黨創(chuang)建并領導的(de)(de)紅色文化企(qi)業,新(xin)華(hua)書店始終堅持傳承(cheng)紅色基因、弘(hong)揚先(xian)進文化、踐(jian)行(xing)社(she)會(hui)(hui)(hui)責任。根(gen)據中國(guo)(guo)新(xin)華(hua)書店協會(hui)(hui)(hui)發布的(de)(de)2016年—2019年《中國(guo)(guo)新(xin)華(hua)書店社(she)會(hui)(hui)(hui)責任報(bao)告書》(以下簡(jian)稱《報(bao)告書》),以及《中國(guo)(guo)新(xin)聞出版廣電報(bao)》記者近年來對行(xing)業的(de)(de)觀察,我們(men)梳(shu)理了(le)(le)“十(shi)三五(wu)”期間新(xin)華(hua)書店履行(xing)社(she)會(hui)(hui)(hui)責任的(de)(de)主要做(zuo)法和(he)成就經驗(yan),試圖從中得到(dao)一些啟(qi)示。

履行職責使命 做好發行工作

“十三五”期(qi)間,新(xin)華書店積極發(fa)揮國有主(zhu)渠道、主(zhu)陣(zhen)地優勢,承擔文(wen)(wen)化傳播使(shi)命,全力以赴做好重要文(wen)(wen)件文(wen)(wen)獻、重點主(zhu)題(ti)出版物、優秀(xiu)大眾讀物等相關(guan)發(fa)行工作。

這(zhe)5年(nian)(nian)(nian)(nian)(nian)中,全國(guo)(guo)各地新華書店(dian)在門(men)店(dian)突出(chu)位(wei)置設(she)(she)立(li)(li)專(zhuan)柜(ju)專(zhuan)架,開(kai)展(zhan)(zhan)(zhan)重點出(chu)版物(wu)展(zhan)(zhan)(zhan)示(shi)展(zhan)(zhan)(zhan)銷(xiao)和宣傳征訂活動,對讀者購書給予優惠(hui),取得了顯著成效。2016年(nian)(nian)(nian)(nian)(nian),新華書店(dian)開(kai)展(zhan)(zhan)(zhan)“習近(jin)平總書記系列重要講(jiang)話”“慶祝(zhu)中國(guo)(guo)共產黨(dang)成立(li)(li)95周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”“紀念長征勝利80周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”等主題(ti)(ti)展(zhan)(zhan)(zhan)示(shi)展(zhan)(zhan)(zhan)銷(xiao)活動;2017年(nian)(nian)(nian)(nian)(nian),設(she)(she)立(li)(li)黨(dang)的(de)十九大(da)文(wen)獻(xian)展(zhan)(zhan)(zhan)銷(xiao)專(zhuan)區、專(zhuan)臺、專(zhuan)架;2018年(nian)(nian)(nian)(nian)(nian),舉辦以(yi)“習近(jin)平新時代中國(guo)(guo)特色社會主義(yi)思想(xiang)”“馬克思誕(dan)辰200周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”“改革開(kai)放40周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”等為主題(ti)(ti)的(de)專(zhuan)題(ti)(ti)展(zhan)(zhan)(zhan)銷(xiao)活動;2019年(nian)(nian)(nian)(nian)(nian),舉辦“慶祝(zhu)新中國(guo)(guo)成立(li)(li)70周(zhou)(zhou)年(nian)(nian)(nian)(nian)(nian)”主題(ti)(ti)出(chu)版物(wu)展(zhan)(zhan)(zhan)。

“課前到書(shu)(shu),人手一冊”是黨和國家對教材(cai)發行(xing)工作(zuo)提出的(de)要求,是中小學開展(zhan)正常教育活動(dong)的(de)基(ji)本保障。“十三五”期間,新(xin)華書(shu)(shu)店將“課前到書(shu)(shu)”作(zuo)為重要的(de)政治任(ren)務(wu)和社(she)會(hui)責任(ren),精(jing)心(xin)組織(zhi),精(jing)細操(cao)作(zuo),以長期積淀的(de)專業服務(wu)能力圓滿完成(cheng)每(mei)季教材(cai)的(de)征訂發行(xing)工作(zuo)。

“課前到(dao)(dao)書(shu)(shu)”的服務水平(ping)在(zai)“十(shi)三五”期間得(de)到(dao)(dao)提升(sheng),安(an)徽(hui)新(xin)華在(zai)這(zhe)方面領全國風氣之先。2014年秋季學(xue)期,安(an)徽(hui)新(xin)華將教材配(pei)送從“送書(shu)(shu)到(dao)(dao)校”延伸(shen)到(dao)(dao)“分(fen)書(shu)(shu)到(dao)(dao)班”,2016年又開始(shi)試(shi)點(dian)“服務到(dao)(dao)生”。在(zai)榜樣的示范和(he)帶(dai)動(dong)下,河南、河北(bei)、云南等地的新(xin)華書(shu)(shu)店,紛紛嘗試(shi)“分(fen)書(shu)(shu)到(dao)(dao)班”。

這(zhe)5年(nian)中(zhong),有兩個特(te)殊的(de)年(nian)份值得(de)銘記。2017年(nian)秋(qiu)季學(xue)期,歷經5年(nian)完(wan)成(cheng)編(bian)審的(de)統編(bian)三科教材(cai)正式啟(qi)用。由于(yu)三科教材(cai)編(bian)審、評議教輔重新申報定價、印刷業減(jian)產(chan)限排等(deng)原(yuan)因,這(zhe)一年(nian)新華人“課前(qian)到書”的(de)時間空前(qian)緊迫,工(gong)作尤其艱(jian)苦。

2020年,新(xin)冠肺炎疫情(qing)來(lai)襲(xi),南方(fang)多地(di)遭遇(yu)洪澇災害,教材教輔發運工(gong)作形(xing)勢(shi)更(geng)加嚴(yan)峻。各地(di)新(xin)華人兌現(xian)一(yi)份承諾,堅守一(yi)份初心,以堅實行動兌現(xian)“課前到書(shu)”錚(zheng)錚(zheng)誓(shi)言。

承辦地方書(shu)展(zhan)  推動全民閱讀(du)

承辦或協辦各(ge)種書展,舉辦各(ge)種文化活動,是“十三五(wu)”期間新華書店(dian)推(tui)動全民閱(yue)讀(du)工作的一個(ge)重要方面。

各地新(xin)(xin)華(hua)連續多(duo)年承辦(ban)或協辦(ban)地方書(shu)(shu)展(zhan)(zhan),如上海書(shu)(shu)展(zhan)(zhan)、江(jiang)蘇書(shu)(shu)展(zhan)(zhan)、南(nan)國(guo)(guo)書(shu)(shu)香節(jie)、深圳讀(du)(du)書(shu)(shu)月(yue)、黃山(shan)書(shu)(shu)會(hui)、山(shan)東書(shu)(shu)展(zhan)(zhan)、河北(bei)省(sheng)惠民(min)書(shu)(shu)市(shi)、海南(nan)書(shu)(shu)香節(jie)、書(shu)(shu)香彩云南(nan)惠民(min)書(shu)(shu)市(shi)、重慶讀(du)(du)書(shu)(shu)月(yue)惠民(min)書(shu)(shu)展(zhan)(zhan)、書(shu)(shu)香龍江(jiang)讀(du)(du)書(shu)(shu)節(jie)、遼寧(ning)(ning)省(sheng)全(quan)民(min)閱讀(du)(du)節(jie)、廣西書(shu)(shu)展(zhan)(zhan)、寧(ning)(ning)波書(shu)(shu)展(zhan)(zhan)、海峽讀(du)(du)書(shu)(shu)節(jie)、天府書(shu)(shu)展(zhan)(zhan)等(deng)。還有的新(xin)(xin)華(hua)走出當(dang)地舉辦(ban)書(shu)(shu)展(zhan)(zhan),如福(fu)建新(xin)(xin)華(hua)赴臺舉辦(ban)金門書(shu)(shu)展(zhan)(zhan),赴俄羅(luo)斯、瑞典、挪(nuo)威(wei)、美國(guo)(guo)、日本等(deng)國(guo)(guo)家(jia)舉辦(ban)中國(guo)(guo)(福(fu)建)圖書(shu)(shu)展(zhan)(zhan)銷(xiao)會(hui)。

這些(xie)書展大大推動了當地的(de)全(quan)民閱讀。如(ru)福建新華(hua)(hua)2016年(nian)承辦(ban)的(de)第二屆“世(shi)界讀書日·海峽讀書節”,實現銷(xiao)售碼洋3530萬(wan)元(yuan)(yuan),成(cheng)為福州(zhou)參(can)展規模最(zui)大、入場人次最(zui)多、銷(xiao)售收入最(zui)高(gao)、宣(xuan)傳效果最(zui)好的(de)一次群眾性閱讀活(huo)動。再如(ru)2020河北省惠民書市,在(zai)7天時間里,166家新華(hua)(hua)書店上(shang)下聯動,發放260萬(wan)元(yuan)(yuan)優(you)惠券,累計銷(xiao)售各類出版(ban)物41.17萬(wan)冊、1896萬(wan)元(yuan)(yuan),讓利(li)800萬(wan)元(yuan)(yuan)。

除(chu)了承辦當(dang)地(di)書(shu)展,各地(di)新華(hua)還組織策劃了豐富多(duo)樣的(de)(de)品牌(pai)閱讀(du)(du)活(huo)(huo)動(dong)(dong),形成一道道全(quan)民閱讀(du)(du)的(de)(de)亮麗風(feng)景(jing)線。歷年的(de)(de)《報告書(shu)》對此進行(xing)了記錄。例(li)如,新華(hua)書(shu)店(dian)總店(dian)的(de)(de)“出版界圖(tu)書(shu)館界全(quan)民閱讀(du)(du)年會”“全(quan)國(guo)館社高層論(lun)壇”“全(quan)國(guo)少兒閱讀(du)(du)峰(feng)會”,江(jiang)西(xi)(xi)新華(hua)的(de)(de)“朗讀(du)(du)者(zhe)”“美麗中國(guo)·精彩江(jiang)西(xi)(xi)”等誦(song)讀(du)(du)活(huo)(huo)動(dong)(dong),已成品牌(pai)活(huo)(huo)動(dong)(dong)。海南新華(hua)開設的(de)(de)數十個“新時(shi)代經典傳習(xi)所”,搭建起新時(shi)代傳播新思想的(de)(de)“新平臺、新陣地(di)、新機制”。內蒙古(gu)新華(hua)利(li)用旗(qi)下發行(xing)網點(dian),通過鴻(hong)雁(yan)(yan)傳書(shu)(文化扶貧(pin)活(huo)(huo)動(dong)(dong))、鴻(hong)雁(yan)(yan)使者(zhe)(草(cao)原文化志愿者(zhe)活(huo)(huo)動(dong)(dong))、鴻(hong)雁(yan)(yan)校園(場景(jing)閱讀(du)(du)實踐課(ke)堂)、鴻(hong)雁(yan)(yan)之家(jia)(“學習(xi)強國(guo)”積分兌書(shu))、鴻(hong)雁(yan)(yan)誦(song)讀(du)(du)(講(jiang)我的(de)(de)故事(shi))和(he)鴻(hong)雁(yan)(yan)書(shu)店(dian)(在你身(shen)邊的(de)(de)流動(dong)(dong)書(shu)房)的(de)(de)方式,推動(dong)(dong)“鴻(hong)雁(yan)(yan)悅讀(du)(du)”深入全(quan)區(qu)各地(di)。

投入(ru)人力物(wu)力  助(zhu)力精準扶貧


2021年2月25日,習近平總書記(ji)在全國脫(tuo)(tuo)貧攻堅總結表彰大會上莊嚴宣(xuan)告:我國脫(tuo)(tuo)貧攻堅戰取得了全面勝利!“十三(san)五”期(qi)間,各地新華書店投入大量資金和(he)物資,派(pai)出(chu)一(yi)線扶貧干部(bu),通過開展(zhan)產業幫(bang)(bang)扶、教育文化幫(bang)(bang)扶等方式幫(bang)(bang)助扶貧村脫(tuo)(tuo)貧,在國家脫(tuo)(tuo)貧攻堅的時代畫卷(juan)上寫下了一(yi)筆(bi)。歷年的《報告書》記(ji)錄了這些數據。

2017年,甘肅新(xin)(xin)華(hua)(hua)(hua)、深圳新(xin)(xin)華(hua)(hua)(hua)、重慶新(xin)(xin)華(hua)(hua)(hua)分別向對口幫扶村捐(juan)贈240萬(wan)(wan)元、220萬(wan)(wan)元、110萬(wan)(wan)元。河(he)南新(xin)(xin)華(hua)(hua)(hua)云書(shu)網成立扶貧團(tuan)隊,提供農(nong)副產品網上(shang)銷售服務,探索電商扶貧新(xin)(xin)模式。

2018年,江(jiang)西新華對(dui)138個(ge)扶貧(pin)點開展幫扶,累計捐(juan)贈約500萬元(yuan)(yuan)(yuan);湖南新華參與建(jian)設(she)扶貧(pin)點上百(bai)個(ge),派駐蹲(dun)點的人(ren)(ren)員200多人(ren)(ren),對(dui)口(kou)扶貧(pin)人(ren)(ren)數達753人(ren)(ren);甘肅新華為扶貧(pin)村學校援(yuan)建(jian)圖(tu)書室折(zhe)合人(ren)(ren)民幣267萬元(yuan)(yuan)(yuan),為貧(pin)困(kun)(kun)戶捐(juan)資(zi)捐(juan)物90多萬元(yuan)(yuan)(yuan);河北新華向貧(pin)困(kun)(kun)村派駐干部黨員20余人(ren)(ren),為貧(pin)困(kun)(kun)地區捐(juan)贈物資(zi)共計232萬元(yuan)(yuan)(yuan)。

2019年,山西新華(hua)118人駐(zhu)村(cun)幫扶(fu)、486人結對幫扶(fu),年投(tou)(tou)入資(zi)金(jin)千余萬(wan)元(yuan);內蒙古新華(hua)脫(tuo)貧(pin)攻堅戰斗(dou)隊加入了12個貧(pin)困村(cun)的駐(zhu)村(cun)工作,投(tou)(tou)入資(zi)金(jin)、財物(wu)(wu)百(bai)余萬(wan)元(yuan);甘肅(su)新華(hua)198人參與精準扶(fu)貧(pin),投(tou)(tou)入扶(fu)貧(pin)資(zi)金(jin)68萬(wan)余元(yuan),為貧(pin)困地(di)區捐錢、捐物(wu)(wu)、捐贈圖(tu)書超(chao)過360萬(wan)元(yuan)。

對于援藏、援疆、援青的(de)國家重(zhong)點項目(mu),新(xin)(xin)華書(shu)(shu)店(dian)(dian)更是(shi)高度重(zhong)視(shi),落實到位。2018年,新(xin)(xin)華書(shu)(shu)店(dian)(dian)總店(dian)(dian)派員參加青海扶貧工作,籌措資金500余萬元,修建一(yi)(yi)條(tiao)27公(gong)里長的(de)砂石路和一(yi)(yi)座44米長的(de)涵(han)橋;2017年,江蘇新(xin)(xin)華對口(kou)援藏、援疆圖(tu)書(shu)(shu)近200萬元;福建新(xin)(xin)華2017年捐(juan)贈(zeng)的(de)1000萬元圖(tu)書(shu)(shu)中,相當一(yi)(yi)部分是(shi)對口(kou)支(zhi)援西藏的(de);北京(jing)新(xin)(xin)華2017年捐(juan)贈(zeng)的(de)91萬元圖(tu)書(shu)(shu)中,援藏占了相當比重(zhong)。

“十三五”新華系(xi)實體書店發展六(liu)大風標(biao)

“十三五”期(qi)間,在(zai)中(zhong)(zhong)(zhong)宣部等11部委《關于支持實(shi)(shi)體(ti)書(shu)(shu)(shu)店(dian)發(fa)(fa)展(zhan)的(de)(de)指導(dao)意見(jian)》等利好政策推動下,實(shi)(shi)體(ti)書(shu)(shu)(shu)店(dian)得到(dao)快速發(fa)(fa)展(zhan)。根據中(zhong)(zhong)(zhong)國新華(hua)書(shu)(shu)(shu)店(dian)協會(hui)發(fa)(fa)布的(de)(de)2016年—2019年《中(zhong)(zhong)(zhong)國新華(hua)書(shu)(shu)(shu)店(dian)社會(hui)責任報(bao)告(gao)書(shu)(shu)(shu)》(以(yi)下簡稱《報(bao)告(gao)書(shu)(shu)(shu)》),以(yi)及《中(zhong)(zhong)(zhong)國新聞(wen)出版廣(guang)電報(bao)》記者(zhe)近年來對行(xing)(xing)業的(de)(de)觀(guan)察,我們梳理和盤點出“十三五”期(qi)間新華(hua)系實(shi)(shi)體(ti)書(shu)(shu)(shu)店(dian)發(fa)(fa)展(zhan)的(de)(de)六大風標(biao)。從中(zhong)(zhong)(zhong)可(ke)見(jian),“十三五”期(qi)間,各地(di)新華(hua)書(shu)(shu)(shu)店(dian)分別(bie)從大書(shu)(shu)(shu)城、標(biao)志性門店(dian)、特(te)色書(shu)(shu)(shu)店(dian)、社區(qu)網點等多(duo)層面進(jin)行(xing)(xing)規劃,形成“大中(zhong)(zhong)(zhong)小特(te)”書(shu)(shu)(shu)店(dian)并舉的(de)(de)圖書(shu)(shu)(shu)發(fa)(fa)行(xing)(xing)體(ti)系,創新了實(shi)(shi)體(ti)書(shu)(shu)(shu)店(dian)的(de)(de)發(fa)(fa)展(zhan)之路。

門店升(sheng)級改造(zao)(zao)持續(xu)進(jin)行(xing)。從歷年的(de)(de)(de)《報(bao)告書(shu)(shu)(shu)》可(ke)見,“十(shi)三(san)五”期間(jian)(jian),各地新(xin)華(hua)書(shu)(shu)(shu)店繼續(xu)加(jia)大門店升(sheng)級改造(zao)(zao)力度,為讀(du)者提供綜(zong)合(he)性(xing)文(wen)化消(xiao)費終端體(ti)驗(yan),使得新(xin)華(hua)書(shu)(shu)(shu)店以全(quan)新(xin)面貌出現在公(gong)眾面前。以2017年為例,廣(guang)東(dong)新(xin)華(hua)、浙江(jiang)(jiang)新(xin)華(hua)、山(shan)東(dong)新(xin)華(hua)、湖南(nan)新(xin)華(hua)升(sheng)級改造(zao)(zao)書(shu)(shu)(shu)城(cheng)(cheng)、門店的(de)(de)(de)數量分(fen)別(bie)為 73處(chu)(chu)、26處(chu)(chu)、23處(chu)(chu)、23處(chu)(chu)。浙江(jiang)(jiang)新(xin)華(hua)2016年新(xin)開(kai)業了黃巖書(shu)(shu)(shu)城(cheng)(cheng),全(quan)新(xin)改造(zao)(zao)升(sheng)級麗水(shui)書(shu)(shu)(shu)城(cheng)(cheng)、柯橋(qiao)書(shu)(shu)(shu)城(cheng)(cheng)、余杭文(wen)化廣(guang)場等(deng)設計(ji)感強、時尚(shang)潮(chao)流的(de)(de)(de)閱讀(du)文(wen)化空間(jian)(jian)。福建新(xin)華(hua)2016年完成總部(bu)鰲峰坊書(shu)(shu)(shu)城(cheng)(cheng)、福州金山(shan)圖(tu)書(shu)(shu)(shu)城(cheng)(cheng)等(deng)15家賣場的(de)(de)(de)新(xin)建或升(sheng)級改造(zao)(zao)。江(jiang)(jiang)蘇新(xin)華(hua)2017年全(quan)省網點同比上年增(zeng)加(jia)376處(chu)(chu),打(da)造(zao)(zao)了一批品種齊全(quan)、業態豐富的(de)(de)(de)城(cheng)(cheng)市(shi)文(wen)化綜(zong)合(he)體(ti)。天(tian)津(jin)新(xin)華(hua)2019年完成全(quan)部(bu)200個閱讀(du)新(xin)空間(jian)(jian)建設,改造(zao)(zao)后的(de)(de)(de)書(shu)(shu)(shu)店年銷售額提升(sheng)10%。

24小(xiao)時(shi)書(shu)(shu)店建設(she)成風潮(chao)。從2014年(nian)(nian)北京三(san)聯(lian)韜(tao)奮書(shu)(shu)店運行(xing)24小(xiao)時(shi)不打烊之后(hou),全國各地掀起24小(xiao)時(shi)書(shu)(shu)店的建設(she)風潮(chao),從當年(nian)(nian)一(yi)直延續到“十三(san)五(wu)”時(shi)期。這其中不少是新(xin)(xin)(xin)(xin)華(hua)(hua)書(shu)(shu)店創(chuang)辦的,如遼寧(ning)盤錦新(xin)(xin)(xin)(xin)華(hua)(hua)的深柳讀(du)書(shu)(shu)堂、杭州新(xin)(xin)(xin)(xin)華(hua)(hua)的悅覽樹、青島新(xin)(xin)(xin)(xin)華(hua)(hua)的明閱島、湖北新(xin)(xin)(xin)(xin)華(hua)(hua)的九丘書(shu)(shu)館(guan)、安(an)徽新(xin)(xin)(xin)(xin)華(hua)(hua)的三(san)孝口(kou)書(shu)(shu)店、四川(chuan)新(xin)(xin)(xin)(xin)華(hua)(hua)的軒客會鏜鈀街店等。這些24小(xiao)時(shi)書(shu)(shu)店成為夜(ye)幕降臨后(hou)當地不可(ke)多得的公共閱讀(du)空間(jian),也(ye)以一(yi)種地標式的存(cun)在彰顯著一(yi)個城市(shi)的文化底蘊。新(xin)(xin)(xin)(xin)華(hua)(hua)系(xi)24小(xiao)時(shi)書(shu)(shu)店的建設(she)數量(liang),從歷年(nian)(nian)《報告書(shu)(shu)》可(ke)見一(yi)斑:2013年(nian)(nian)—2015年(nian)(nian),全國新(xin)(xin)(xin)(xin)華(hua)(hua)系(xi)統(tong)開設(she)24小(xiao)時(shi)書(shu)(shu)店20余家;2016年(nian)(nian),僅江(jiang)蘇新(xin)(xin)(xin)(xin)華(hua)(hua)就開設(she)6家24小(xiao)時(shi)書(shu)(shu)店;2017年(nian)(nian),新(xin)(xin)(xin)(xin)華(hua)(hua)系(xi)的24小(xiao)時(shi)書(shu)(shu)店新(xin)(xin)(xin)(xin)增(zeng)13家。
