誕生于延安窯洞里(li)的(de)(de)新(xin)(xin)華(hua)書(shu)店(dian),如今(jin)已經走過了84個春(chun)秋。作為中(zhong)國共產黨創(chuang)建并領導的(de)(de)紅色(se)文化企業(ye),新(xin)(xin)華(hua)書(shu)店(dian)始終(zhong)堅持傳(chuan)承(cheng)紅色(se)基(ji)因、弘揚先進文化、踐行(xing)社(she)(she)會責(ze)任。根據中(zhong)國新(xin)(xin)華(hua)書(shu)店(dian)協會發布(bu)的(de)(de)2016年—2019年《中(zhong)國新(xin)(xin)華(hua)書(shu)店(dian)社(she)(she)會責(ze)任報告書(shu)》(以下簡稱(cheng)《報告書(shu)》),以及(ji)《中(zhong)國新(xin)(xin)聞出(chu)版廣電報》記(ji)者近年來對行(xing)業(ye)的(de)(de)觀察,我們(men)梳理(li)了“十三五”期間新(xin)(xin)華(hua)書(shu)店(dian)履行(xing)社(she)(she)會責(ze)任的(de)(de)主要做法和成就經驗,試圖(tu)從(cong)中(zhong)得到一(yi)些啟(qi)示(shi)。

履行職責使命 做好發行工作

“十(shi)三(san)五”期間,新華書店積極發揮國有主渠道、主陣地優(you)勢(shi),承(cheng)擔文化傳播使(shi)命,全力以赴(fu)做好重(zhong)(zhong)要文件文獻、重(zhong)(zhong)點主題出版(ban)物、優(you)秀大(da)眾讀物等相關發行工作。

這5年(nian)(nian)(nian)中,全國(guo)各地新(xin)華書店(dian)在門(men)店(dian)突(tu)出位置(zhi)設立(li)專(zhuan)(zhuan)柜專(zhuan)(zhuan)架,開展(zhan)重點出版(ban)物展(zhan)示展(zhan)銷(xiao)和宣傳征訂活動(dong)(dong),對讀(du)者購書給予優惠,取得了顯著(zhu)成(cheng)效(xiao)。2016年(nian)(nian)(nian),新(xin)華書店(dian)開展(zhan)“習近(jin)平總書記系列重要講話”“慶祝中國(guo)共產黨成(cheng)立(li)95周(zhou)年(nian)(nian)(nian)”“紀念長征勝利(li)80周(zhou)年(nian)(nian)(nian)”等(deng)(deng)主(zhu)題(ti)(ti)展(zhan)示展(zhan)銷(xiao)活動(dong)(dong);2017年(nian)(nian)(nian),設立(li)黨的十九大文獻展(zhan)銷(xiao)專(zhuan)(zhuan)區、專(zhuan)(zhuan)臺、專(zhuan)(zhuan)架;2018年(nian)(nian)(nian),舉(ju)辦以“習近(jin)平新(xin)時代中國(guo)特(te)色社會主(zhu)義(yi)思想”“馬克思誕(dan)辰200周(zhou)年(nian)(nian)(nian)”“改革開放40周(zhou)年(nian)(nian)(nian)”等(deng)(deng)為(wei)主(zhu)題(ti)(ti)的專(zhuan)(zhuan)題(ti)(ti)展(zhan)銷(xiao)活動(dong)(dong);2019年(nian)(nian)(nian),舉(ju)辦“慶祝新(xin)中國(guo)成(cheng)立(li)70周(zhou)年(nian)(nian)(nian)”主(zhu)題(ti)(ti)出版(ban)物展(zhan)。

“課前到(dao)書,人手一(yi)冊”是(shi)黨和國(guo)家對教(jiao)材(cai)發(fa)行(xing)工作(zuo)提出(chu)的(de)要求,是(shi)中小學開展正常教(jiao)育活(huo)動的(de)基(ji)本保障。“十三五”期間,新華(hua)書店(dian)將“課前到(dao)書”作(zuo)為(wei)重要的(de)政治任(ren)務(wu)和社會責任(ren),精心組織,精細(xi)操作(zuo),以(yi)長期積淀(dian)的(de)專業服務(wu)能力圓滿完成每季教(jiao)材(cai)的(de)征(zheng)訂發(fa)行(xing)工作(zuo)。

“課前到(dao)書(shu)”的(de)服務(wu)水平在(zai)“十三五(wu)”期(qi)(qi)間(jian)得到(dao)提升,安徽新華(hua)在(zai)這方面領全國風(feng)氣之先。2014年秋季學(xue)期(qi)(qi),安徽新華(hua)將教材配送從(cong)“送書(shu)到(dao)校”延伸到(dao)“分書(shu)到(dao)班”,2016年又開始試點“服務(wu)到(dao)生”。在(zai)榜樣的(de)示范和帶動下(xia),河南、河北、云南等(deng)地的(de)新華(hua)書(shu)店,紛紛嘗試“分書(shu)到(dao)班”。

這5年中,有兩個特殊的(de)年份值(zhi)得銘記。2017年秋季學期,歷(li)經(jing)5年完成編審的(de)統(tong)編三科(ke)教材(cai)(cai)正式啟(qi)用。由于三科(ke)教材(cai)(cai)編審、評議教輔(fu)重新(xin)申(shen)報定(ding)價、印刷業(ye)減產限排等原因,這一(yi)年新(xin)華人“課前(qian)到(dao)書”的(de)時間空前(qian)緊迫,工作(zuo)尤(you)其(qi)艱苦。

2020年,新冠肺炎疫(yi)情來襲,南方多地遭遇洪澇災害,教材(cai)教輔(fu)發運工(gong)作形勢更加嚴峻。各地新華人兌現(xian)(xian)一(yi)份承諾(nuo),堅守一(yi)份初(chu)心,以堅實行動兌現(xian)(xian)“課前到書”錚錚誓言。

承辦地方書展  推動全民閱(yue)讀(du)

承辦(ban)或協辦(ban)各種書(shu)展,舉(ju)辦(ban)各種文化活動,是“十(shi)三五(wu)”期間新華書(shu)店推動全民閱讀工作的一(yi)個重要(yao)方面(mian)。

各(ge)地新華(hua)連(lian)續多年承辦或(huo)協(xie)辦地方書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan),如上海(hai)書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、江蘇書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、南(nan)國書(shu)(shu)(shu)(shu)香(xiang)節(jie)、深圳讀(du)書(shu)(shu)(shu)(shu)月、黃山(shan)書(shu)(shu)(shu)(shu)會、山(shan)東書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、河北(bei)省惠民(min)書(shu)(shu)(shu)(shu)市(shi)(shi)、海(hai)南(nan)書(shu)(shu)(shu)(shu)香(xiang)節(jie)、書(shu)(shu)(shu)(shu)香(xiang)彩云(yun)南(nan)惠民(min)書(shu)(shu)(shu)(shu)市(shi)(shi)、重慶(qing)讀(du)書(shu)(shu)(shu)(shu)月惠民(min)書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、書(shu)(shu)(shu)(shu)香(xiang)龍(long)江讀(du)書(shu)(shu)(shu)(shu)節(jie)、遼(liao)寧省全(quan)民(min)閱讀(du)節(jie)、廣西書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、寧波書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)、海(hai)峽讀(du)書(shu)(shu)(shu)(shu)節(jie)、天府書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)等。還(huan)有的新華(hua)走出當地舉(ju)辦書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan),如福建新華(hua)赴臺舉(ju)辦金門書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan),赴俄羅斯(si)、瑞(rui)典、挪威、美國、日本等國家舉(ju)辦中國(福建)圖書(shu)(shu)(shu)(shu)展(zhan)(zhan)(zhan)銷會。

這些書(shu)展(zhan)(zhan)大(da)(da)大(da)(da)推(tui)動了當(dang)地(di)的(de)全民閱讀(du)。如福建(jian)新華2016年(nian)承辦的(de)第二屆“世(shi)界讀(du)書(shu)日·海峽讀(du)書(shu)節”,實現(xian)銷售(shou)(shou)碼(ma)洋3530萬(wan)元,成為福州參展(zhan)(zhan)規模最(zui)大(da)(da)、入場人次(ci)最(zui)多、銷售(shou)(shou)收入最(zui)高(gao)、宣傳效(xiao)果最(zui)好的(de)一次(ci)群眾性閱讀(du)活動。再如2020河北省惠民書(shu)市,在(zai)7天時間里,166家新華書(shu)店上下聯動,發放260萬(wan)元優(you)惠券,累計(ji)銷售(shou)(shou)各類出(chu)版物(wu)41.17萬(wan)冊、1896萬(wan)元,讓利800萬(wan)元。

除了(le)承辦(ban)當地(di)(di)書(shu)(shu)展,各(ge)地(di)(di)新(xin)(xin)(xin)華(hua)還組織(zhi)策劃了(le)豐富多樣的(de)品牌閱讀(du)(du)活(huo)(huo)動(dong)(dong)(dong),形成(cheng)一道道全(quan)(quan)民(min)閱讀(du)(du)的(de)亮麗風景(jing)線。歷年(nian)的(de)《報告書(shu)(shu)》對此(ci)進行了(le)記錄。例如,新(xin)(xin)(xin)華(hua)書(shu)(shu)店(dian)總店(dian)的(de)“出版界圖書(shu)(shu)館界全(quan)(quan)民(min)閱讀(du)(du)年(nian)會(hui)”“全(quan)(quan)國館社(she)高層論壇(tan)”“全(quan)(quan)國少兒(er)閱讀(du)(du)峰會(hui)”,江(jiang)西(xi)新(xin)(xin)(xin)華(hua)的(de)“朗(lang)讀(du)(du)者(zhe)”“美麗中國·精彩江(jiang)西(xi)”等誦讀(du)(du)活(huo)(huo)動(dong)(dong)(dong),已成(cheng)品牌活(huo)(huo)動(dong)(dong)(dong)。海南新(xin)(xin)(xin)華(hua)開設的(de)數十個“新(xin)(xin)(xin)時(shi)代經(jing)典傳習所”,搭建起新(xin)(xin)(xin)時(shi)代傳播(bo)新(xin)(xin)(xin)思(si)想的(de)“新(xin)(xin)(xin)平臺、新(xin)(xin)(xin)陣地(di)(di)、新(xin)(xin)(xin)機制”。內蒙古新(xin)(xin)(xin)華(hua)利用旗下發行網點(dian),通(tong)過(guo)鴻(hong)雁(yan)傳書(shu)(shu)(文化扶貧活(huo)(huo)動(dong)(dong)(dong))、鴻(hong)雁(yan)使者(zhe)(草(cao)原文化志愿者(zhe)活(huo)(huo)動(dong)(dong)(dong))、鴻(hong)雁(yan)校園(場景(jing)閱讀(du)(du)實踐課堂)、鴻(hong)雁(yan)之家(jia)(“學習強國”積分兌書(shu)(shu))、鴻(hong)雁(yan)誦讀(du)(du)(講我的(de)故事)和(he)鴻(hong)雁(yan)書(shu)(shu)店(dian)(在你身邊的(de)流動(dong)(dong)(dong)書(shu)(shu)房)的(de)方式,推動(dong)(dong)(dong)“鴻(hong)雁(yan)悅(yue)讀(du)(du)”深入全(quan)(quan)區各(ge)地(di)(di)。

投(tou)入人力物力  助力精準扶(fu)貧


2021年2月25日(ri),習近平總書(shu)記在全國脫貧攻(gong)堅(jian)(jian)總結表(biao)彰大會(hui)上(shang)莊嚴宣告(gao):我國脫貧攻(gong)堅(jian)(jian)戰取(qu)得(de)了全面(mian)勝利!“十三(san)五”期間,各(ge)地新華書(shu)店投入(ru)大量(liang)資金(jin)和物資,派(pai)出一線扶(fu)貧干部,通過開展產業幫扶(fu)、教育文化幫扶(fu)等方式幫助扶(fu)貧村脫貧,在國家脫貧攻(gong)堅(jian)(jian)的時代(dai)畫卷上(shang)寫(xie)下(xia)了一筆。歷年的《報告(gao)書(shu)》記錄(lu)了這些數據。

2017年,甘肅新華(hua)、深圳新華(hua)、重慶新華(hua)分別向對口(kou)幫扶(fu)村捐(juan)贈240萬(wan)元(yuan)(yuan)、220萬(wan)元(yuan)(yuan)、110萬(wan)元(yuan)(yuan)。河南新華(hua)云書網(wang)成立扶(fu)貧團(tuan)隊(dui),提供農副產品網(wang)上銷售服(fu)務,探索電商扶(fu)貧新模式。

2018年,江(jiang)西新華對138個扶(fu)貧(pin)點開展幫扶(fu),累計捐贈(zeng)約500萬(wan)(wan)元(yuan);湖南新華參與建(jian)設扶(fu)貧(pin)點上百(bai)個,派(pai)駐蹲點的人(ren)(ren)(ren)員200多人(ren)(ren)(ren),對口(kou)扶(fu)貧(pin)人(ren)(ren)(ren)數(shu)達753人(ren)(ren)(ren);甘肅新華為(wei)(wei)扶(fu)貧(pin)村學校援建(jian)圖書室折合人(ren)(ren)(ren)民幣267萬(wan)(wan)元(yuan),為(wei)(wei)貧(pin)困戶捐資捐物(wu)90多萬(wan)(wan)元(yuan);河北新華向貧(pin)困村派(pai)駐干部黨員20余(yu)人(ren)(ren)(ren),為(wei)(wei)貧(pin)困地區捐贈(zeng)物(wu)資共計232萬(wan)(wan)元(yuan)。

2019年,山西新(xin)華(hua)(hua)118人駐(zhu)村幫扶、486人結對(dui)幫扶,年投入(ru)(ru)資金(jin)千余萬元;內蒙古(gu)新(xin)華(hua)(hua)脫貧(pin)(pin)攻堅戰斗隊加入(ru)(ru)了12個貧(pin)(pin)困(kun)村的駐(zhu)村工作,投入(ru)(ru)資金(jin)、財物百余萬元;甘(gan)肅新(xin)華(hua)(hua)198人參與精準扶貧(pin)(pin),投入(ru)(ru)扶貧(pin)(pin)資金(jin)68萬余元,為貧(pin)(pin)困(kun)地區捐(juan)錢、捐(juan)物、捐(juan)贈圖書超過360萬元。

對于(yu)援(yuan)藏(zang)、援(yuan)疆、援(yuan)青(qing)的(de)(de)(de)國家重(zhong)點項目,新華(hua)書(shu)店更是(shi)高(gao)度重(zhong)視,落(luo)實到位。2018年(nian)(nian),新華(hua)書(shu)店總(zong)店派(pai)員(yuan)參(can)加青(qing)海(hai)扶貧工作(zuo),籌措資金500余萬元(yuan),修建一條27公里長的(de)(de)(de)砂石路和一座(zuo)44米長的(de)(de)(de)涵橋(qiao);2017年(nian)(nian),江蘇新華(hua)對口援(yuan)藏(zang)、援(yuan)疆圖書(shu)近200萬元(yuan);福建新華(hua)2017年(nian)(nian)捐贈(zeng)的(de)(de)(de)1000萬元(yuan)圖書(shu)中(zhong),相當一部分是(shi)對口支援(yuan)西藏(zang)的(de)(de)(de);北京新華(hua)2017年(nian)(nian)捐贈(zeng)的(de)(de)(de)91萬元(yuan)圖書(shu)中(zhong),援(yuan)藏(zang)占了(le)相當比重(zhong)。

“十三五”新華系實體(ti)書店發展六(liu)大風標

“十(shi)三五(wu)”期間,在中宣部(bu)等(deng)11部(bu)委《關于支持實(shi)體(ti)書(shu)(shu)店(dian)發(fa)(fa)展的(de)指導(dao)意見》等(deng)利好(hao)政策推(tui)動下,實(shi)體(ti)書(shu)(shu)店(dian)得到(dao)快速發(fa)(fa)展。根(gen)據中國新華(hua)書(shu)(shu)店(dian)協會(hui)發(fa)(fa)布的(de)2016年—2019年《中國新華(hua)書(shu)(shu)店(dian)社會(hui)責(ze)任報(bao)告(gao)書(shu)(shu)》(以下簡稱《報(bao)告(gao)書(shu)(shu)》),以及《中國新聞(wen)出版廣(guang)電報(bao)》記者(zhe)近年來對行(xing)(xing)業的(de)觀察,我們梳理和盤點(dian)出“十(shi)三五(wu)”期間新華(hua)系實(shi)體(ti)書(shu)(shu)店(dian)發(fa)(fa)展的(de)六大風標。從中可見,“十(shi)三五(wu)”期間,各地新華(hua)書(shu)(shu)店(dian)分別(bie)從大書(shu)(shu)城、標志性門店(dian)、特色書(shu)(shu)店(dian)、社區(qu)網點(dian)等(deng)多層面(mian)進行(xing)(xing)規劃,形成(cheng)“大中小特”書(shu)(shu)店(dian)并(bing)舉的(de)圖書(shu)(shu)發(fa)(fa)行(xing)(xing)體(ti)系,創新了實(shi)體(ti)書(shu)(shu)店(dian)的(de)發(fa)(fa)展之路。

門(men)店升(sheng)級改(gai)造(zao)(zao)持續(xu)進行。從歷年(nian)(nian)的(de)(de)《報告書(shu)(shu)(shu)》可見,“十三五”期間,各地新(xin)(xin)(xin)(xin)華(hua)(hua)書(shu)(shu)(shu)店繼續(xu)加大門(men)店升(sheng)級改(gai)造(zao)(zao)力度(du),為讀(du)者(zhe)提(ti)供綜合性文(wen)化(hua)消費終端體(ti)驗,使得新(xin)(xin)(xin)(xin)華(hua)(hua)書(shu)(shu)(shu)店以(yi)全(quan)新(xin)(xin)(xin)(xin)面貌出現(xian)在公眾面前。以(yi)2017年(nian)(nian)為例,廣東(dong)新(xin)(xin)(xin)(xin)華(hua)(hua)、浙(zhe)江(jiang)新(xin)(xin)(xin)(xin)華(hua)(hua)、山(shan)東(dong)新(xin)(xin)(xin)(xin)華(hua)(hua)、湖南新(xin)(xin)(xin)(xin)華(hua)(hua)升(sheng)級改(gai)造(zao)(zao)書(shu)(shu)(shu)城(cheng)(cheng)(cheng)、門(men)店的(de)(de)數量分別為 73處(chu)、26處(chu)、23處(chu)、23處(chu)。浙(zhe)江(jiang)新(xin)(xin)(xin)(xin)華(hua)(hua)2016年(nian)(nian)新(xin)(xin)(xin)(xin)開業了黃巖書(shu)(shu)(shu)城(cheng)(cheng)(cheng),全(quan)新(xin)(xin)(xin)(xin)改(gai)造(zao)(zao)升(sheng)級麗水書(shu)(shu)(shu)城(cheng)(cheng)(cheng)、柯橋書(shu)(shu)(shu)城(cheng)(cheng)(cheng)、余杭文(wen)化(hua)廣場等設計感強(qiang)、時尚潮(chao)流的(de)(de)閱讀(du)文(wen)化(hua)空間。福(fu)建新(xin)(xin)(xin)(xin)華(hua)(hua)2016年(nian)(nian)完(wan)成總部(bu)鰲峰坊書(shu)(shu)(shu)城(cheng)(cheng)(cheng)、福(fu)州(zhou)金山(shan)圖書(shu)(shu)(shu)城(cheng)(cheng)(cheng)等15家賣場的(de)(de)新(xin)(xin)(xin)(xin)建或升(sheng)級改(gai)造(zao)(zao)。江(jiang)蘇(su)新(xin)(xin)(xin)(xin)華(hua)(hua)2017年(nian)(nian)全(quan)省(sheng)網點同比上年(nian)(nian)增加376處(chu),打造(zao)(zao)了一批品種齊全(quan)、業態豐(feng)富的(de)(de)城(cheng)(cheng)(cheng)市文(wen)化(hua)綜合體(ti)。天津(jin)新(xin)(xin)(xin)(xin)華(hua)(hua)2019年(nian)(nian)完(wan)成全(quan)部(bu)200個閱讀(du)新(xin)(xin)(xin)(xin)空間建設,改(gai)造(zao)(zao)后(hou)的(de)(de)書(shu)(shu)(shu)店年(nian)(nian)銷(xiao)售額(e)提(ti)升(sheng)10%。

24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)建(jian)設(she)(she)成風(feng)潮。從(cong)2014年北京(jing)三(san)聯韜奮書(shu)(shu)(shu)店(dian)(dian)運行(xing)24小(xiao)時(shi)(shi)(shi)不(bu)打(da)烊之后,全國各地掀起24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)的(de)建(jian)設(she)(she)風(feng)潮,從(cong)當(dang)年一直延續到“十三(san)五(wu)”時(shi)(shi)(shi)期。這(zhe)其中(zhong)不(bu)少是新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)書(shu)(shu)(shu)店(dian)(dian)創辦的(de),如遼寧盤(pan)錦新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)深柳讀書(shu)(shu)(shu)堂、杭州新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)悅覽(lan)樹、青(qing)島新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)明(ming)閱(yue)島、湖(hu)北新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)九丘書(shu)(shu)(shu)館、安徽新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)三(san)孝口書(shu)(shu)(shu)店(dian)(dian)、四川新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)的(de)軒客會(hui)鏜鈀(ba)街(jie)店(dian)(dian)等。這(zhe)些24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)成為夜幕降臨后當(dang)地不(bu)可多得的(de)公共閱(yue)讀空間(jian),也以一種地標式的(de)存在彰顯著一個城市的(de)文(wen)化底蘊(yun)。新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)系(xi)24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)的(de)建(jian)設(she)(she)數量,從(cong)歷年《報(bao)告書(shu)(shu)(shu)》可見一斑(ban):2013年—2015年,全國新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)系(xi)統開設(she)(she)24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)20余家;2016年,僅江蘇新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)就(jiu)開設(she)(she)6家24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian);2017年,新(xin)(xin)(xin)(xin)(xin)華(hua)(hua)(hua)系(xi)的(de)24小(xiao)時(shi)(shi)(shi)書(shu)(shu)(shu)店(dian)(dian)新(xin)(xin)(xin)(xin)(xin)增13家。
