誕生(sheng)于延安窯洞里的(de)新華書店(dian),如今已經走過了84個春秋。作為中(zhong)國(guo)共(gong)產黨創建并領導的(de)紅色文(wen)化企業(ye),新華書店(dian)始終堅持傳承(cheng)紅色基因、弘揚先(xian)進(jin)文(wen)化、踐行社會責任(ren)(ren)。根據(ju)中(zhong)國(guo)新華書店(dian)協(xie)會發布(bu)的(de)2016年(nian)—2019年(nian)《中(zhong)國(guo)新華書店(dian)社會責任(ren)(ren)報告書》(以下簡(jian)稱《報告書》),以及《中(zhong)國(guo)新聞出版廣(guang)電報》記者(zhe)近年(nian)來對行業(ye)的(de)觀察,我們(men)梳理了“十三五(wu)”期間新華書店(dian)履行社會責任(ren)(ren)的(de)主要做法和成(cheng)就經驗,試(shi)圖從中(zhong)得到一些啟示。

履行職責使命 做好發行工作

“十三五”期間(jian),新(xin)華書店積極(ji)發揮國有主(zhu)(zhu)渠道、主(zhu)(zhu)陣地優勢(shi),承(cheng)擔文化傳播(bo)使命(ming),全力以赴做好重要(yao)文件文獻、重點主(zhu)(zhu)題出版(ban)物、優秀大眾(zhong)讀(du)物等相關發行工作。

這5年(nian)(nian)中(zhong),全國各地新(xin)(xin)華書店(dian)在門店(dian)突出位置設立專柜專架,開展(zhan)重點出版物(wu)展(zhan)示(shi)展(zhan)銷和宣傳征訂活(huo)(huo)動(dong),對讀者購(gou)書給予優惠,取得(de)了顯著成效。2016年(nian)(nian),新(xin)(xin)華書店(dian)開展(zhan)“習近平總書記(ji)系列重要講話”“慶祝中(zhong)國共產(chan)黨成立95周(zhou)年(nian)(nian)”“紀念(nian)長征勝(sheng)利80周(zhou)年(nian)(nian)”等主題展(zhan)示(shi)展(zhan)銷活(huo)(huo)動(dong);2017年(nian)(nian),設立黨的十九大文獻展(zhan)銷專區(qu)、專臺、專架;2018年(nian)(nian),舉辦以“習近平新(xin)(xin)時代(dai)中(zhong)國特色社會主義(yi)思想”“馬克思誕辰200周(zhou)年(nian)(nian)”“改革開放40周(zhou)年(nian)(nian)”等為主題的專題展(zhan)銷活(huo)(huo)動(dong);2019年(nian)(nian),舉辦“慶祝新(xin)(xin)中(zhong)國成立70周(zhou)年(nian)(nian)”主題出版物(wu)展(zhan)。

“課前到(dao)書(shu)(shu),人手一冊(ce)”是黨和(he)國家對(dui)教材(cai)發(fa)行(xing)工(gong)作提出的要求,是中小(xiao)學開展(zhan)正(zheng)常教育活動的基本保障。“十三五”期間,新華書(shu)(shu)店將“課前到(dao)書(shu)(shu)”作為(wei)重要的政治(zhi)任務(wu)和(he)社(she)會責任,精心(xin)組織,精細(xi)操作,以長期積淀的專業服務(wu)能力圓滿完成每季教材(cai)的征訂發(fa)行(xing)工(gong)作。

“課前到(dao)(dao)書(shu)(shu)”的(de)服務(wu)水平在“十三五”期(qi)(qi)間得(de)到(dao)(dao)提(ti)升,安徽(hui)新華(hua)(hua)在這方面領全國風氣之先(xian)。2014年秋季學期(qi)(qi),安徽(hui)新華(hua)(hua)將教材配送(song)從“送(song)書(shu)(shu)到(dao)(dao)校(xiao)”延伸到(dao)(dao)“分書(shu)(shu)到(dao)(dao)班”,2016年又開(kai)始(shi)試點“服務(wu)到(dao)(dao)生”。在榜樣的(de)示范和帶動下,河南、河北、云南等地的(de)新華(hua)(hua)書(shu)(shu)店,紛(fen)紛(fen)嘗試“分書(shu)(shu)到(dao)(dao)班”。

這5年中,有兩個特殊的年份值得銘記。2017年秋(qiu)季學(xue)期,歷經5年完成編(bian)審(shen)的統(tong)編(bian)三(san)科(ke)教(jiao)材(cai)正式啟用。由于三(san)科(ke)教(jiao)材(cai)編(bian)審(shen)、評(ping)議教(jiao)輔重新申報定價、印刷業減產限排等原因,這一(yi)年新華人“課前到書”的時間空(kong)前緊迫,工作尤其艱苦。

2020年(nian),新(xin)冠(guan)肺炎疫情來襲,南方多(duo)地(di)遭遇(yu)洪澇災害(hai),教(jiao)材教(jiao)輔發運(yun)工作形(xing)勢更加嚴(yan)峻。各地(di)新(xin)華人兌現(xian)一份(fen)承諾,堅守一份(fen)初心,以(yi)堅實行動兌現(xian)“課(ke)前(qian)到(dao)書”錚(zheng)錚(zheng)誓言。

承辦地方書展  推動全民閱讀(du)

承辦或協(xie)辦各種書展,舉辦各種文化活(huo)動(dong),是“十三五”期間新華書店推動(dong)全民閱讀工作的一個重(zhong)要方面。

這些(xie)書(shu)展大(da)大(da)推動(dong)(dong)了當地(di)的全民(min)閱讀(du)(du)。如(ru)福(fu)建新華2016年(nian)承辦的第二(er)屆“世界讀(du)(du)書(shu)日·海峽讀(du)(du)書(shu)節”,實現銷(xiao)售碼洋3530萬(wan)(wan)元,成(cheng)為福(fu)州參展規模最大(da)、入(ru)場人次最多(duo)、銷(xiao)售收入(ru)最高、宣傳效果(guo)最好的一次群眾性閱讀(du)(du)活動(dong)(dong)。再如(ru)2020河北省(sheng)惠(hui)民(min)書(shu)市,在7天時(shi)間里,166家新華書(shu)店上下聯(lian)動(dong)(dong),發放260萬(wan)(wan)元優惠(hui)券,累計銷(xiao)售各類出版物41.17萬(wan)(wan)冊、1896萬(wan)(wan)元,讓利(li)800萬(wan)(wan)元。

除了承辦當地書展,各地新(xin)(xin)(xin)華(hua)(hua)還組(zu)織(zhi)策(ce)劃了豐富(fu)多樣(yang)的(de)品牌閱讀活動(dong)(dong),形(xing)成一(yi)道道全民(min)閱讀的(de)亮麗風景線。歷年的(de)《報告(gao)書》對此進行了記錄。例(li)如(ru),新(xin)(xin)(xin)華(hua)(hua)書店總(zong)店的(de)“出版界(jie)圖書館界(jie)全民(min)閱讀年會”“全國館社高層(ceng)論壇(tan)”“全國少兒(er)閱讀峰會”,江西(xi)新(xin)(xin)(xin)華(hua)(hua)的(de)“朗讀者(zhe)”“美麗中國·精彩江西(xi)”等誦讀活動(dong)(dong),已成品牌活動(dong)(dong)。海南(nan)新(xin)(xin)(xin)華(hua)(hua)開(kai)設的(de)數十個“新(xin)(xin)(xin)時(shi)代(dai)經(jing)典傳習(xi)所”,搭建(jian)起新(xin)(xin)(xin)時(shi)代(dai)傳播新(xin)(xin)(xin)思想的(de)“新(xin)(xin)(xin)平(ping)臺、新(xin)(xin)(xin)陣地、新(xin)(xin)(xin)機(ji)制”。內蒙古(gu)新(xin)(xin)(xin)華(hua)(hua)利用旗下發(fa)行網點,通過鴻(hong)(hong)雁(yan)傳書(文化(hua)扶貧(pin)活動(dong)(dong))、鴻(hong)(hong)雁(yan)使者(zhe)(草原文化(hua)志愿(yuan)者(zhe)活動(dong)(dong))、鴻(hong)(hong)雁(yan)校園(場景閱讀實(shi)踐課堂)、鴻(hong)(hong)雁(yan)之(zhi)家(“學習(xi)強國”積(ji)分兌書)、鴻(hong)(hong)雁(yan)誦讀(講我的(de)故事(shi))和(he)鴻(hong)(hong)雁(yan)書店(在(zai)你身邊的(de)流動(dong)(dong)書房)的(de)方(fang)式,推動(dong)(dong)“鴻(hong)(hong)雁(yan)悅讀”深入(ru)全區各地。

投入人力(li)物力(li)  助力(li)精準扶貧


2021年2月25日,習近平總書記(ji)在全國脫貧攻堅(jian)總結表彰大(da)會(hui)上莊嚴宣告:我國脫貧攻堅(jian)戰取得(de)了全面勝利!“十三五(wu)”期間,各地新華書店投入(ru)大(da)量資(zi)(zi)金(jin)和物資(zi)(zi),派出一線扶(fu)貧干部,通過開展產業幫(bang)扶(fu)、教育文化幫(bang)扶(fu)等方式幫(bang)助扶(fu)貧村脫貧,在國家脫貧攻堅(jian)的時代畫卷上寫下了一筆(bi)。歷年的《報告書》記(ji)錄了這些(xie)數據。

2017年,甘肅(su)新華(hua)、深圳新華(hua)、重慶新華(hua)分別(bie)向對口幫扶(fu)(fu)村捐贈240萬(wan)元(yuan)、220萬(wan)元(yuan)、110萬(wan)元(yuan)。河(he)南新華(hua)云(yun)書網成立扶(fu)(fu)貧團隊,提供農副產品網上銷售服(fu)務,探索電商扶(fu)(fu)貧新模(mo)式。

2018年,江西新華(hua)對(dui)138個(ge)扶(fu)(fu)貧(pin)(pin)點開展幫扶(fu)(fu),累計捐(juan)贈(zeng)約500萬(wan)元(yuan);湖南(nan)新華(hua)參(can)與建設扶(fu)(fu)貧(pin)(pin)點上百個(ge),派(pai)(pai)駐蹲點的人(ren)員200多人(ren),對(dui)口扶(fu)(fu)貧(pin)(pin)人(ren)數達753人(ren);甘肅新華(hua)為扶(fu)(fu)貧(pin)(pin)村學校(xiao)援建圖(tu)書(shu)室(shi)折(zhe)合人(ren)民(min)幣267萬(wan)元(yuan),為貧(pin)(pin)困戶(hu)捐(juan)資捐(juan)物(wu)90多萬(wan)元(yuan);河北(bei)新華(hua)向貧(pin)(pin)困村派(pai)(pai)駐干部黨員20余(yu)人(ren),為貧(pin)(pin)困地區捐(juan)贈(zeng)物(wu)資共(gong)計232萬(wan)元(yuan)。

2019年,山西新華118人(ren)(ren)駐村(cun)幫扶、486人(ren)(ren)結對(dui)幫扶,年投入資金千余萬元;內蒙(meng)古新華脫貧攻堅戰斗(dou)隊加(jia)入了(le)12個貧困村(cun)的(de)駐村(cun)工作,投入資金、財物百余萬元;甘肅新華198人(ren)(ren)參與精準扶貧,投入扶貧資金68萬余元,為貧困地區(qu)捐(juan)(juan)錢、捐(juan)(juan)物、捐(juan)(juan)贈圖書超過(guo)360萬元。

對(dui)于援(yuan)(yuan)藏、援(yuan)(yuan)疆、援(yuan)(yuan)青(qing)的(de)(de)(de)國家重點項目,新華書店更是高度(du)重視,落實到位。2018年(nian),新華書店總店派員參加青(qing)海扶貧工作,籌措(cuo)資金500余萬元(yuan)(yuan),修建一條27公(gong)里長的(de)(de)(de)砂石(shi)路(lu)和一座44米長的(de)(de)(de)涵橋;2017年(nian),江蘇新華對(dui)口(kou)援(yuan)(yuan)藏、援(yuan)(yuan)疆圖(tu)書近200萬元(yuan)(yuan);福建新華2017年(nian)捐(juan)贈的(de)(de)(de)1000萬元(yuan)(yuan)圖(tu)書中(zhong),相當一部(bu)分(fen)是對(dui)口(kou)支(zhi)援(yuan)(yuan)西藏的(de)(de)(de);北京(jing)新華2017年(nian)捐(juan)贈的(de)(de)(de)91萬元(yuan)(yuan)圖(tu)書中(zhong),援(yuan)(yuan)藏占(zhan)了相當比(bi)重。

“十(shi)三五”新華(hua)系(xi)實體書店發展(zhan)六(liu)大風標

“十三五(wu)”期間,在中(zhong)(zhong)宣部等11部委(wei)《關于支持實體(ti)書(shu)(shu)店(dian)(dian)發(fa)展(zhan)的(de)指(zhi)導意見》等利好政策(ce)推動下(xia),實體(ti)書(shu)(shu)店(dian)(dian)得(de)到快速發(fa)展(zhan)。根據中(zhong)(zhong)國(guo)新(xin)華(hua)書(shu)(shu)店(dian)(dian)協會發(fa)布的(de)2016年(nian)—2019年(nian)《中(zhong)(zhong)國(guo)新(xin)華(hua)書(shu)(shu)店(dian)(dian)社會責(ze)任報告(gao)書(shu)(shu)》(以下(xia)簡稱《報告(gao)書(shu)(shu)》),以及《中(zhong)(zhong)國(guo)新(xin)聞出(chu)版廣電報》記者近(jin)年(nian)來對行業的(de)觀察(cha),我們梳理和盤(pan)點出(chu)“十三五(wu)”期間新(xin)華(hua)系(xi)實體(ti)書(shu)(shu)店(dian)(dian)發(fa)展(zhan)的(de)六(liu)大風標。從中(zhong)(zhong)可見,“十三五(wu)”期間,各(ge)地新(xin)華(hua)書(shu)(shu)店(dian)(dian)分別從大書(shu)(shu)城、標志(zhi)性門(men)店(dian)(dian)、特(te)色書(shu)(shu)店(dian)(dian)、社區網點等多(duo)層(ceng)面進行規劃,形成“大中(zhong)(zhong)小(xiao)特(te)”書(shu)(shu)店(dian)(dian)并舉的(de)圖書(shu)(shu)發(fa)行體(ti)系(xi),創(chuang)新(xin)了實體(ti)書(shu)(shu)店(dian)(dian)的(de)發(fa)展(zhan)之路。

門店(dian)升(sheng)(sheng)級(ji)改(gai)(gai)(gai)造(zao)(zao)(zao)持續(xu)進行。從歷年(nian)的《報告書(shu)(shu)》可見,“十三五”期(qi)間(jian)(jian),各地(di)新(xin)(xin)(xin)(xin)(xin)華(hua)書(shu)(shu)店(dian)繼續(xu)加(jia)大門店(dian)升(sheng)(sheng)級(ji)改(gai)(gai)(gai)造(zao)(zao)(zao)力度,為讀者提(ti)供(gong)綜(zong)合性文(wen)(wen)化(hua)消費終端體驗,使得新(xin)(xin)(xin)(xin)(xin)華(hua)書(shu)(shu)店(dian)以全(quan)新(xin)(xin)(xin)(xin)(xin)面(mian)貌(mao)出現在公眾面(mian)前。以2017年(nian)為例,廣(guang)東新(xin)(xin)(xin)(xin)(xin)華(hua)、浙(zhe)江(jiang)(jiang)新(xin)(xin)(xin)(xin)(xin)華(hua)、山東新(xin)(xin)(xin)(xin)(xin)華(hua)、湖南新(xin)(xin)(xin)(xin)(xin)華(hua)升(sheng)(sheng)級(ji)改(gai)(gai)(gai)造(zao)(zao)(zao)書(shu)(shu)城(cheng)(cheng)(cheng)(cheng)、門店(dian)的數量分(fen)別為 73處、26處、23處、23處。浙(zhe)江(jiang)(jiang)新(xin)(xin)(xin)(xin)(xin)華(hua)2016年(nian)新(xin)(xin)(xin)(xin)(xin)開業了黃(huang)巖書(shu)(shu)城(cheng)(cheng)(cheng)(cheng),全(quan)新(xin)(xin)(xin)(xin)(xin)改(gai)(gai)(gai)造(zao)(zao)(zao)升(sheng)(sheng)級(ji)麗水書(shu)(shu)城(cheng)(cheng)(cheng)(cheng)、柯橋書(shu)(shu)城(cheng)(cheng)(cheng)(cheng)、余杭文(wen)(wen)化(hua)廣(guang)場等設(she)計感強、時尚潮流的閱(yue)讀文(wen)(wen)化(hua)空(kong)間(jian)(jian)。福(fu)建(jian)新(xin)(xin)(xin)(xin)(xin)華(hua)2016年(nian)完(wan)(wan)成總部鰲峰(feng)坊書(shu)(shu)城(cheng)(cheng)(cheng)(cheng)、福(fu)州金山圖書(shu)(shu)城(cheng)(cheng)(cheng)(cheng)等15家(jia)賣場的新(xin)(xin)(xin)(xin)(xin)建(jian)或升(sheng)(sheng)級(ji)改(gai)(gai)(gai)造(zao)(zao)(zao)。江(jiang)(jiang)蘇新(xin)(xin)(xin)(xin)(xin)華(hua)2017年(nian)全(quan)省網(wang)點同比上年(nian)增加(jia)376處,打造(zao)(zao)(zao)了一批品種齊全(quan)、業態豐(feng)富的城(cheng)(cheng)(cheng)(cheng)市文(wen)(wen)化(hua)綜(zong)合體。天津新(xin)(xin)(xin)(xin)(xin)華(hua)2019年(nian)完(wan)(wan)成全(quan)部200個(ge)閱(yue)讀新(xin)(xin)(xin)(xin)(xin)空(kong)間(jian)(jian)建(jian)設(she),改(gai)(gai)(gai)造(zao)(zao)(zao)后的書(shu)(shu)店(dian)年(nian)銷售額提(ti)升(sheng)(sheng)10%。

24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)建(jian)設(she)成風潮。從2014年北京三(san)(san)聯韜(tao)奮書(shu)店(dian)(dian)運行24小(xiao)時(shi)(shi)不打(da)烊之(zhi)后,全國(guo)各(ge)地掀(xian)起24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)的(de)(de)(de)(de)建(jian)設(she)風潮,從當(dang)年一直延續到“十三(san)(san)五”時(shi)(shi)期。這(zhe)其(qi)中不少是新(xin)華(hua)(hua)(hua)書(shu)店(dian)(dian)創辦(ban)的(de)(de)(de)(de),如遼寧盤錦新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)深柳(liu)讀書(shu)堂、杭(hang)州新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)悅覽樹、青島新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)明(ming)閱島、湖北新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)九丘書(shu)館、安徽新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)三(san)(san)孝口書(shu)店(dian)(dian)、四川新(xin)華(hua)(hua)(hua)的(de)(de)(de)(de)軒客(ke)會鏜鈀街店(dian)(dian)等。這(zhe)些24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)成為夜幕降臨(lin)后當(dang)地不可多(duo)得的(de)(de)(de)(de)公共(gong)閱讀空間,也以一種地標式的(de)(de)(de)(de)存在(zai)彰顯(xian)著一個城市(shi)的(de)(de)(de)(de)文化(hua)底蘊(yun)。新(xin)華(hua)(hua)(hua)系24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)的(de)(de)(de)(de)建(jian)設(she)數(shu)量,從歷年《報告書(shu)》可見一斑:2013年—2015年,全國(guo)新(xin)華(hua)(hua)(hua)系統開設(she)24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)20余家;2016年,僅江(jiang)蘇(su)新(xin)華(hua)(hua)(hua)就開設(she)6家24小(xiao)時(shi)(shi)書(shu)店(dian)(dian);2017年,新(xin)華(hua)(hua)(hua)系的(de)(de)(de)(de)24小(xiao)時(shi)(shi)書(shu)店(dian)(dian)新(xin)增13家。
